I say it's both, generally. Sometimes I see really beautiful, artisit graffitti, but because you can't just go up to a bus or building that is not yours to do with as you want, it is also vandalism.
It is vandalism. It is disrespectful. It is careless and it tears down other people's property. It is antagonistic,anarchical, insensitive, selfish and counter to civilized conduct. Even if it is art, it is wrong and should never be tolerated.
